Preheat the oven to 180°C (350°F).

In a large skillet, cook the ground beef over medium heat until browned.

Add the onion, carrots, peas, beef stock, tomato paste, Worcestershire sauce, and garlic to the skillet. Cook for 5 minutes, until the vegetables are tender.

In a separate pot, boil the potatoes until tender. Drain and mash with butter and milk until smooth.

Transfer the beef mixture to a baking dish and spread the mashed potatoes on top.

Sprinkle the cheddar cheese, salt, and black pepper over the mashed potatoes.
