In a large mixing bowl, whisk together the flour, sugar, baking powder, salt, and matcha green tea powder.

Cut the cold butter into small cubes and add it to the dry ingredients. Use a pastry cutter or your fingers to cut the butter into the flour mixture until it resembles coarse crumbs.

Stir in the amanatto.

In a separate bowl, whisk together the heavy cream, egg, and vanilla extract. Pour the wet mixture into the dry mixture and stir until just combined.
