  1. In a large bowl, mix the all-purpose flour, water, and salt to form a dough.
  2. Knead the dough for about 5 minutes until smooth.
  3. Cover the dough and let it rest for 15 minutes.
  4. Divide the dough into 4 equal portions.
  5. Roll out each portion into a thin circle.
  6. Brush the surface of the dough with vegetable oil.
  7. Sprinkle chopped green onions evenly over the oiled surface.
  8. Roll up the dough tightly, like a jelly roll.
  9. Coil the rolled dough into a spiral shape and flatten it with your palm.
  10. Heat a frying pan over medium heat and add vegetable oil.
  11. Fry the green onion cakes until golden brown on both sides.
  12. Serve hot and enjoy!
