Preheat the oven to 350°F (175°C) and grease a 9-inch round cake pan.

In a large bowl, whisk together the gluten-free flour, cocoa powder, baking powder, baking soda, salt, and granulated sugar.

Add the vegetable oil, eggs, vanilla extract, and milk to the dry ingredients. Mix until well combined.

Gradually add the boiling water to the batter while mixing. The batter will be thin.

Pour the batter into the prepared cake pan and bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.

While the cake is cooling, prepare the semi-sweet chocolate icing. In a microwave-safe bowl, melt the chocolate chips and butter in the microwave on high for 30-second intervals, stirring between each interval, until smooth.

Stir in the powdered sugar, vanilla extract, and boiling water until the icing is smooth and pourable.

Once the cake is completely cooled, pour the icing over the top and let it drip down the sides.
