Preheat the oven to 350°F (175°C). Grease and flour three 9-inch round cake pans.

In a mixing bowl, combine the cake flour, cocoa powder, baking powder, baking soda, and salt. Set aside.

In a separate bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the buttermilk. Mix until just combined. Stir in the boiling water.

Divide the batter evenly among the prepared cake pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean. Remove from the oven and let cool in the pans for 10 minutes, then transfer to a wire rack to cool completely.

For the coconut pecan frosting, combine the evaporated milk, unsalted butter, granulated sugar, egg yolks, and vanilla extract in a saucepan. Cook over medium heat, stirring constantly, until the mixture thickens, about 12-15 minutes.

Remove from heat and stir in the chopped pecans and sweetened shredded coconut. Let the frosting cool to room temperature.

In a separate bowl, whip the whipping cream until stiff peaks form. Fold in the powdered sugar and vanilla extract.
