Preheat the oven to 350°F (175°C) and grease a 9x13-inch baking pan.

In a large mixing bowl, combine the flour, sugar, cocoa powder, baking soda, and salt.

In a small saucepan, melt the butter. Stir in the boiling water and pour the mixture over the dry ingredients. Mix well.

Add the buttermilk, eggs, and vanilla extract to the bowl and beat until smooth.

Pour the batter into the prepared baking pan and smooth the top.

Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the pan for 10 minutes. Then, transfer it to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and milk to make the glaze. Drizzle the glaze over the cooled cake.
