Preheat the oven to 350°F (175°C). Grease a 9-inch (23 cm) round cake pan.

In a large mixing bowl, combine the flour, granulated sugar, cocoa powder, baking powder, and salt.

Add the milk, melted butter, and vanilla extract to the dry ingredients. Mix until well combined.

In a separate bowl, mix together the brown sugar and boiling water until the sugar is dissolved.

Pour the brown sugar mixture into the prepared cake pan. Carefully spoon the cake batter over the top.

Bake for 35-40 minutes or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cake cool in the pan for 10 minutes.

Invert the cake onto a serving plate. Serve warm with whipped cream or ice cream.
