Preheat the oven to 350°F (175°C).

In a medium bowl, combine the chocolate graham cracker crumbs, granulated sugar, and melted butter. Press the mixture into the bottom and up the sides of a 9-inch pie dish.

In a saucepan, melt the chocolate chips and sweetened condensed milk over low heat, stirring until smooth. Remove from heat and stir in the vanilla extract and salt. Pour the mixture over the crust.

Bake for 10-12 minutes, or until the filling is set. Allow to cool completely on a wire rack.

In a separate bowl, whip the whipping cream and powdered sugar until stiff peaks form. Spread the whipped cream over the cooled pie.

Sprinkle the chopped candy bars over the whipped cream.
