  2. Stir in chili powder, cumin, and salt. Cook for 1 minute.
  3. Add diced tomatoes and kidney beans. Bring to a boil, then reduce heat and simmer for 20 minutes.
  4. Preheat oven to 350°F (175°C).
  5. Spread half of the Fritos corn chips in the bottom of a baking dish. Top with half of the beef mixture. Repeat layers.
  6. Sprinkle shredded cheddar cheese over the top.
  7. Bake for 15 minutes, or until cheese is melted and bubbly.
  8. Serve hot, topped with sour cream and green onions.
