Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the onion, carrots, and peas to the skillet. Cook for 5 minutes, or until the vegetables are tender.

Stir in the Worcestershire sauce and beef stock. Simmer for 10 minutes.

Meanwhile, peel and dice the potatoes. Place them in a large pot of salted water and bring to a boil. Cook for 15 minutes, or until the potatoes are tender.

Drain the potatoes and return them to the pot. Add the butter, milk, salt, and black pepper. Mash until smooth.

Transfer the beef mixture to a 9x13-inch baking dish. Spread the mashed potatoes evenly over the top.

Bake for 25-30 minutes, or until the top is golden brown.
