Preheat the oven to 350°F (175°C) and line baking sheets with parchment paper.

In a medium bowl, whisk together the flour, baking powder, baking soda, salt, and pumpkin pie spice.

In a separate large bowl, cream together the butter, granulated sugar, and brown sugar until light and fluffy. Add the egg, pumpkin puree, and vanilla extract, and mix until well combined.

Gradually add the dry ingredients to the wet ingredients, alternating with the buttermilk, beginning and ending with the dry ingredients. Mix until just combined.

Drop rounded tablespoons of batter onto the prepared baking sheets, spacing them about 2 inches apart. Flatten slightly with the back of a spoon.

Bake for 10-12 minutes, or until the edges are lightly golden. Allow the whoopie pies to cool on the baking sheets for 5 minutes, then transfer them to a wire rack to cool completely.

In a small bowl, beat together the cream cheese, powdered sugar, and vanilla extract until smooth and creamy.

Spread a dollop of the cream cheese filling onto the flat side of one whoopie pie, then sandwich it with another whoopie pie, flat side down. Repeat with the remaining whoopie pies.
