  1. Preheat the oven to 350°F (175°C) and line two baking sheets with parchment paper.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, beat together the butter and sugar until light and fluffy. Add the egg and vanilla extract, and mix until well combined.
  4. Gradually add the dry ingredients to the wet ingredients, alternating with the milk. Mix until just combined.
  5. Drop rounded tablespoons of the batter onto the prepared baking sheets, spacing them about 2 inches apart.
