Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, peas, beef broth, Worcestershire sauce, tomato paste, and garlic to the skillet. Cook for 5 minutes, or until the vegetables are tender.

In a separate saucepan, melt the butter over medium heat. Stir in the milk and mashed potatoes until well combined.

Transfer the beef and vegetable mixture to a baking dish. Spread the mashed potato mixture evenly over the top.

Bake for 30 minutes, or until the mashed potatoes are golden brown.
