  1. Preheat the oven to 180°C (350°F).
  2. Heat oil in a large saucepan and cook beef until browned. Remove beef and set aside.
  3. In the same saucepan, cook onion, garlic, carrot, and potato until softened.
  4. Return beef to the saucepan and add beef stock, Worcestershire sauce, and tomato sauce. Simmer for 10 minutes.
  5. In a separate saucepan, melt butter and stir in flour. Cook for 1 minute.
  6. Gradually add water to the flour mixture, stirring constantly until thickened.
  7. Add the flour mixture to the beef mixture and stir well.
  8. Line a pie dish with one sheet of puff pastry. Pour in the beef mixture.
  9. Cover with the second sheet of puff pastry and press the edges to seal.
  10. Brush the top of the pie with beaten egg.
  11. Bake in the preheated oven for 40-45 minutes or until golden brown.
  12. Allow the pie to rest for 10 minutes before serving.
