  1. Preheat the oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the milk, vegetable oil, and vanilla extract to the dry ingredients and mix until well combined.
  4. Stir in the boiling water to thin the batter.
  5. Pour the batter evenly into the prepared cake pans.
  6. Bake for 30 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove the cakes from the oven and let them cool in the pans for 10 minutes.
  8. Transfer the cakes to a wire rack to cool completely.
  9. In a medium saucepan, melt the butter over low heat.
  10. Stir in the powdered sugar, cocoa powder, evaporated milk, and vanilla extract until smooth and well combined.
  11. Remove the frosting from the heat and let it cool for 10 minutes.
  12. Place one cake layer on a serving plate and spread a generous amount of frosting on top.
  13. Place the second cake layer on top and frost the sides and top of the cake.
  14. Let the cake rest for 1 hour to allow the frosting to set.
