Preheat the oven to 200°C (400°F).

In a large skillet, heat olive oil over medium heat. Add chopped onions, grated carrots, and cook until softened.

Add ground beef and cook until browned. Drain the excess fat.

Stir in tomato paste, Worcestershire sauce, beef stock, peas, salt, and pepper. Simmer for 10 minutes.

Meanwhile, peel and chop potatoes. Boil in a large pot of salted water until tender. Drain and mash with butter and milk.

Transfer the beef mixture to a baking dish. Top with mashed potatoes, spreading evenly.

Bake for 20-25 minutes, until the potatoes are golden and the filling is bubbling.
