Preheat the oven to 200°C (400°F).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the chopped onion, carrots, and frozen peas to the skillet. Cook for 5 minutes, or until the vegetables are tender.

Stir in the Worcestershire sauce and beef stock. Simmer for 10 minutes.

Meanwhile, peel and dice the potatoes. Boil them in a pot of salted water until tender. Drain and return to the pot.

Add the butter, milk, salt, and black pepper to the pot with the potatoes. Mash until smooth and creamy.

Transfer the beef and vegetable mixture to a baking dish. Spread the mashed potatoes on top.

Bake in the preheated oven for 20 minutes, or until the top is golden brown.

Let the Shepherd's Pie rest for 10 minutes before serving.
