Preheat the oven to 425°F (220°C) and line a baking sheet with parchment paper.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

Cut the cold butter into small cubes and add it to the flour mixture. Use a pastry cutter or your fingers to cut the butter into the flour until the mixture resembles coarse crumbs.

Stir in the dried cranberries and white chocolate chips.

In a separate bowl, whisk together the egg, vanilla extract, and heavy cream. Add the wet ingredients to the dry ingredients and mix until just combined.

Turn the dough out onto a lightly floured surface and gently knead it a few times until it comes together.

Pat the dough into a circle about 1 inch (5 cm) thick. Cut the circle into 8 wedges.

Place the scones onto the prepared baking sheet and bake for 12-15 minutes, or until golden brown.
