  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Cut the cold butter into small cubes and add it to the flour mixture. Use a pastry cutter or your fingers to cut the butter into the flour until the mixture resembles coarse crumbs.
  4. Stir in the dried cranberries and white chocolate chips.
  5. In a separate bowl, whisk together the egg, vanilla extract, and heavy cream. Add the wet ingredients to the dry ingredients and mix until just combined.
