  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large bowl, sift together the flour, cocoa powder, baking powder, baking soda, and salt.
  3. In another bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually mix in the dry ingredients alternately with the buttermilk. Stir in the hot water until the batter is smooth.
  5. Pour the batter evenly into the prepared pans. Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
  6. Allow the cakes to cool in the pans for 10 minutes, then remove from the pans and transfer to a wire rack to cool completely.
  7. To make the frosting, melt the chocolate in a heatproof bowl set over a pan of simmering water. In a separate bowl, whip the heavy cream until soft peaks form. Fold in the powdered sugar and vanilla extract, then fold in the melted chocolate.
  8. Spread the frosting between the cake layers and over the top and sides of the cake.
