In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Divide the batter evenly between the prepared pans. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

In a small saucepan, heat the heavy cream until hot but not boiling. Remove from heat and stir in the instant coffee granules until dissolved.

Place one cake layer on a serving plate and spread a layer of mocha icing on top. Place the second cake layer on top and frost the entire cake with the remaining icing.
