Preheat the oven to 350°F (175°C). Line a muffin tin with paper liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.

Fold in the chocolate chips.

In a small microwave-safe bowl, heat the peanut butter for 30 seconds or until melted.

Spoon the muffin batter into the prepared muffin tin, filling each cup about halfway. Drizzle a small amount of melted peanut butter onto each muffin. Use a toothpick or a skewer to swirl the peanut butter into the batter.

Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.

Allow the muffins to cool in the tin for 5 minutes, then transfer to a wire rack to cool completely.
