Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Pour the batter into the prepared cake pan and smooth the top. Sprinkle the mini marshmallows and chocolate chips evenly over the batter.

In a small saucepan, heat the hot water until boiling. Pour the hot water over the marshmallows and chocolate chips.

Bake in the preheated oven for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cake cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.
