Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just blended.

Stir in the hot water until the batter is smooth. Pour the batter evenly into the prepared pans.

Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean. Allow the cakes to cool in the pans for 10 minutes, then remove from the pans and let cool completely on wire racks.

In a small saucepan, heat the heavy cream until it begins to simmer. Remove from heat and add the semi-sweet chocolate. Let it sit for 5 minutes, then whisk until smooth.

Place one cake layer on a serving plate and spread a layer of chocolate ganache on top. Place the second cake layer on top and spread the remaining ganache over the top and sides of the cake.

In a separate bowl, whisk together the powdered sugar and remaining heavy cream until thick and creamy. Drizzle over the cake.
