Preheat the oven to 375°F (190°C). Grease a muffin tin or line with paper liners.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the sour cream. Mix until just combined. Fold in the chocolate chips.

Divide the batter evenly among the muffin cups. Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the muffins cool in the tin for 5 minutes. Then transfer to a wire rack to cool completely.
