Add milk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix until well combined.

Stir in the boiling water to thin the batter. The batter will be thin, but that's okay.

Once the cakes are cooled, spread whipped cream on top of one cake layer. Place the sliced strawberries on top of the whipped cream.
