Preheat the oven to 400°F (200°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, peas, beef broth, Worcestershire sauce, tomato paste, garlic, salt, and black pepper to the skillet. Stir well and simmer for 10 minutes.

Meanwhile, peel and chop the potatoes. Place them in a pot with enough water to cover. Bring to a boil and cook until tender, about 15 minutes.

Drain the potatoes and mash them with butter and milk until smooth.

Transfer the beef mixture to a baking dish and spread the mashed potatoes on top.

Sprinkle with cheddar cheese.

Bake in the preheated oven for 20 minutes, or until the cheese is melted and the pie is heated through.

Let it rest for 10 minutes before serving.
