Preheat the oven to 400°F (200°C).

In a large skillet, sauté the ground beef over medium heat until browned. Drain excess fat.

Add the onion, carrots, peas, beef broth, Worcestershire sauce, tomato paste, and garlic to the skillet. Cook for 5 minutes.

In a separate pot, boil the potatoes until tender. Drain and mash with butter and milk.

Season the beef mixture with salt and black pepper. Transfer it to a baking dish.

Spread the mashed potatoes over the beef mixture, creating an even layer.

Bake for 25-30 minutes, or until the top is golden brown.
