  4. Meanwhile, peel and chop the potatoes. Place them in a pot of salted water and bring to a boil. Cook until tender, then drain.
  5. Mash the cooked potatoes with butter, milk, salt, and black pepper.
  6. Transfer the beef mixture to a baking dish. Spread the mashed potatoes evenly on top.
