Peel and chop the potatoes. Boil them until tender, then drain and mash with butter and milk.

In a separate pan, cook the ground beef with onions and garlic until browned. Drain excess fat.

Stir in flour, beef broth, frozen mixed vegetables, salt, black pepper, and parsley. Cook until thickened.

Preheat the oven to 375°F (190°C).

Roll out the pie crust and line the bottom of a pie dish. Fill with the meat mixture.

Spread the mashed potatoes on top of the meat mixture.

Place the second pie crust on top and seal the edges. Cut slits in the crust for ventilation.

Bake for 30-35 minutes, or until the crust is golden brown.
