  1. Preheat the oven to 350°F (175°C). Line a baking sheet with parchment paper.
  2. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Add the egg, vanilla extract, orange zest, and orange juice, and mix until well combined.
  3. In a separate bowl, whisk together the all-purpose flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, beginning and ending with the dry ingredients. Mix until just combined.
  4. Drop rounded tablespoons of batter onto the prepared baking sheet, spacing them about 2 inches apart. Bake for 10-12 minutes, or until the edges are golden brown. Remove from the oven and let cool completely.
  5. In a small bowl, whisk together the powdered sugar, orange juice, vanilla extract, and orange food coloring until smooth. Spread the glaze onto the flat side of half of the cookies. Top with a scoop of vanilla ice cream and sandwich with the remaining cookies.
  6. Place the whoopie pies in the freezer for 30 minutes to firm up. Serve chilled.
