Preheat the oven to 375°F (190°C). Line a muffin tin with paper liners.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

In a separate bowl, mix together the melted butter, milk, egg, orange juice, and orange zest.

Add the wet ingredients to the dry ingredients and stir until just combined. Gently fold in the cranberries.

In a small bowl, combine the brown sugar, flour, and cold butter. Use your fingers to crumble the mixture until it resembles coarse crumbs.

Fill each muffin cup about 2/3 full with the batter. Sprinkle the streusel mixture evenly over the tops of the muffins.

Bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.

Allow the muffins to cool in the tin for 5 minutes, then transfer them to a wire rack to cool completely.
