  2. In a large bowl, whisk together the flour, sugar, baking powder, and salt.
  3. Cut the butter into small cubes and add it to the dry ingredients. Use your fingers or a pastry cutter to cut the butter into the flour mixture until it resembles coarse crumbs.
  4. Stir in the cranberries and orange zest.
