Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper.

In a large bowl, whisk together the flour, sugar, baking powder, and salt.

Cut the butter into small cubes and add it to the dry ingredients. Use your fingers or a pastry cutter to cut the butter into the flour mixture until it resembles coarse crumbs.

Stir in the cranberries and orange zest.

In a separate bowl, whisk together the orange juice, heavy cream, and egg. Pour the wet ingredients into the dry ingredients and stir until just combined.

Turn the dough out onto a lightly floured surface and knead it gently a few times until it comes together. Pat the dough into a 1-inch thick circle.

Use a sharp knife or a biscuit cutter to cut the dough into 8 wedges. Place the scones onto the prepared baking sheet.

Bake for 15-18 minutes, or until the scones are golden brown.

While the scones are cooling, whisk together the powdered sugar and orange juice to make a glaze. Drizzle the glaze over the cooled scones.
