In a mixing bowl, combine the crab meat, breadcrumbs, finely chopped green onion, finely diced red bell pepper, minced garlic, lime juice, fish sauce, and 1 tablespoon of Thai sweet chili sauce. Mix well.

Form the mixture into crab cakes, about 2 inches in diameter.

Heat vegetable oil in a frying pan over medium heat. Fry the crab cakes until golden brown on both sides, about 3-4 minutes per side.

In a separate bowl, mix rice vinegar, sugar, and salt. Thinly slice the cucumber and marinate it in the vinegar mixture for about 10 minutes.
