  1. Preheat the oven to 350°F (175°C). Grease and flour a 9-inch (23 cm) round cake pan.
  2. In a mixing bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.
  3. In a separate bowl, combine the flour, baking powder, and salt. Gradually add the dry ingredients to the creamed mixture, alternating with the milk. Mix until just combined.
  4. Spread half of the batter into the prepared cake pan. Arrange the rhubarb on top of the batter. Sprinkle with half of the powdered sugar.
  5. Pour the remaining batter over the rhubarb layer and smooth the top. Sprinkle with the remaining powdered sugar.
  6. Bake in the preheated oven for 40-45 minutes, or until a toothpick inserted into the center comes out clean.
  7. Allow the cake to cool in the pan for 10 minutes, then remove from the pan and transfer to a wire rack to cool completely.
  8. Serve the country rhubarb cake dusted with powdered sugar.
