Preheat the oven to 180°C (350°F).

In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the onion, carrots, peas, beef stock, Worcestershire sauce, tomato paste, and garlic to the skillet. Cook for 5 minutes, stirring occasionally.

In a separate pot, boil the potatoes until tender. Drain and mash with butter, milk, salt, and black pepper.

Transfer the beef mixture to a baking dish and spread the mashed potatoes on top.

Bake in the preheated oven for 30 minutes, or until the potatoes are golden brown.
