  1. Preheat the oven to 180°C (350°F).
  2. Heat a large pan over medium heat and add the ground beef. Cook until browned, breaking it up with a spoon.
  3. Add the onion, carrot, garlic, and thyme to the pan. Cook for 5 minutes until the vegetables are softened.
  4. Stir in the tomato paste, Worcestershire sauce, and beef stock. Simmer for 10 minutes.
  5. Add the frozen peas and season with salt and black pepper. Cook for an additional 5 minutes.
  6. Meanwhile, peel and chop the potatoes. Place them in a large pot of salted water and bring to a boil. Cook until tender, about 15 minutes.
  7. Drain the potatoes and return them to the pot. Add the butter and milk. Mash until smooth and creamy.
  8. Transfer the beef mixture to a baking dish and spread the mashed potatoes on top. Sprinkle with cheddar cheese.
  9. Bake in the preheated oven for 30 minutes, or until the top is golden and the filling is bubbling.
  10. Let the cottage pie rest for 10 minutes before serving.
