  1. Preheat the oven to 350°F (175°C). Grease and flour three 9-inch round cake pans.
  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add eggs, milk, vegetable oil, and vanilla extract. Beat on medium speed for 2 minutes.
  4. Stir in boiling water until the batter is smooth. The batter will be thin, but that's okay.
  5. Pour the batter evenly into the prepared pans.
  6. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let the cakes cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
  8. In a small saucepan, heat the whipping cream until it begins to simmer. Remove from heat and stir in the chocolate chips until melted and smooth.
  9. Let the ganache cool for 15 minutes, then spread it over the top of one cake layer. Place another cake layer on top and repeat the process. Place the final cake layer on top.
  10. In a mixing bowl, beat the whipping cream, powdered sugar, and vanilla extract until stiff peaks form. Spread the whipped cream over the top and sides of the cake.
  11. Refrigerate the cake for at least 1 hour before serving.
