Preheat the oven to 425°F (220°C).

In a large bowl, mix together the flour, sugar, baking powder, salt, and cinnamon.

Cut the butter into small pieces and add it to the flour mixture. Use a pastry cutter or your fingers to cut the butter into the flour until it resembles coarse crumbs.

Stir in the milk and raisins until the dough comes together.

Turn the dough out onto a lightly floured surface and knead it a few times to bring it together.

Roll out the dough to about 1/2-inch (1 cm) thickness.

Use a biscuit cutter to cut out biscuits and place them on a baking sheet lined with parchment paper.
