  2. In a large bowl, mix together flour, sugar, baking powder, and salt. Add milk, oil, eggs, and vanilla extract. Mix until smooth.
  3. Pour half of the batter into the prepared baking pan.
  4. In a small bowl, mix together ground cinnamon, butter, and brown sugar. Sprinkle half of the cinnamon mixture over the batter in the pan.
  5. Pour the remaining batter over the cinnamon mixture. Sprinkle the remaining cinnamon mixture on top.
  6. Use a knife to swirl the cinnamon mixture into the batter.
  7. Bake for 40 minutes, or until a toothpick inserted into the center comes out clean.
  8. Let the cake cool in the pan for 30 minutes before serving.
