  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Add eggs, milk, oil, and vanilla extract. Beat on medium speed for 2 minutes. Stir in boiling water.
  3. Pour the batter evenly into the prepared pans. Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean. Remove from the oven and let cool in the pans for 10 minutes. Then transfer to a wire rack to cool completely.
  4. In a chilled mixing bowl, beat the whipping cream and powdered sugar until stiff peaks form. Set aside.
  5. Melt the semi-sweet chocolate in a microwave-safe bowl, stirring every 30 seconds until smooth. Let cool slightly.
  6. Place one cake layer on a serving plate. Spread half of the whipped cream over the top. Drizzle with half of the melted chocolate. Top with the second cake layer and repeat with the remaining whipped cream and melted chocolate.
  7. Garnish with chocolate shavings, if desired. Refrigerate for at least 1 hour before serving.
