  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.
  5. Pour half of the batter into the prepared cake pan. Sprinkle the chocolate chips evenly over the batter. Pour the remaining batter over the chocolate chips.
  6. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean. Allow the cake to cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
  7. In a small saucepan, heat the heavy cream until hot but not boiling. Remove from heat and stir in the powdered sugar until smooth.
  8. Drizzle the glaze over the cooled cake, allowing it to drip down the sides. Let the glaze set before serving.
