Preheat the oven to 350°F (175°C) and grease a round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs one at a time, beating well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Fold in the chocolate chips.

Pour the batter into the prepared cake pan and smooth the top.

Bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.

Remove from the oven and let the cake cool in the pan for 10 minutes. Then transfer to a wire rack to cool completely.

In a small saucepan, heat the heavy cream until hot but not boiling. Remove from heat and whisk in the powdered sugar until smooth.

Pour the glaze over the cooled cake, allowing it to drip down the sides.

Top with fresh berries.
