  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add milk, vegetable oil, vanilla extract, and eggs to the dry ingredients. Mix well until smooth.
  4. Stir in boiling water to the batter. The batter will be thin, but that's okay.
  5. Pour the batter evenly into the prepared cake pans.
  6. Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
  8. In a mixing bowl, beat together creamy peanut butter, powdered sugar, and butter until smooth.
  9. In a separate microwave-safe bowl, melt the semi-sweet chocolate chips with heavy cream in the microwave, stirring every 30 seconds until smooth.
  10. Place one cake layer on a serving plate. Spread the peanut butter mixture evenly over the top.
  11. Place the second cake layer on top and pour the melted chocolate ganache over the cake, allowing it to drip down the sides.
  12. Decorate the top of the cake with peanut butter cups.
  13. Refrigerate the cake for at least 30 minutes before serving.
