Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract and orange zest.

Gradually mix in the flour mixture, alternating with the orange juice and buttermilk. Fold in the chocolate chips.

Pour the batter into the prepared cake pan and smooth the top. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.

In a small bowl, whisk together the powdered sugar and orange juice to make the glaze. Drizzle the glaze over the cooled cake.
