Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.

Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just combined.

Pour the batter into the prepared cake pan and smooth the top. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and immediately sprinkle the marshmallows and chocolate chips on top. Return to the oven for 5 minutes, or until the marshmallows are puffed and golden.

In a small saucepan, heat the heavy cream until hot but not boiling. Pour the hot cream over the marshmallows and chocolate chips, spreading it evenly.

Allow the cake to cool in the pan for 1 hour before transferring to a wire rack to cool completely.
