  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just blended.
  5. Stir in the hot water until the batter is smooth. Divide the batter evenly between the prepared pans.
