  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add eggs, milk, oil, and vanilla extract to the dry ingredients. Mix well until smooth.
  4. Stir in boiling water until the batter is thin. Pour the batter evenly into the prepared pans.
  5. Bake for 30 to 35 minutes or until a toothpick inserted into the center comes out clean.
  6. Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
  7. In a small saucepan, heat the heavy cream until it starts to simmer. Remove from heat and add the chocolate and butter. Let it sit for 5 minutes, then stir until smooth.
  8. Place one cake layer on a serving plate and pour half of the ganache over it. Place the second cake layer on top and pour the remaining ganache over it.
  9. In a separate bowl, whisk together powdered sugar and vanilla extract. Drizzle the mixture over the cake.
  10. Let the cake rest for at least 1 hour before serving.
