  1. Preheat the oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.
  2. In a large bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.
  4. Stir in the boiling water, a little at a time, until the batter is smooth.
  5. Divide the batter evenly between the prepared cake pans and smooth the tops.
  6. Bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
  7. Remove the cakes from the oven and let them cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
