Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan.

In a large mixing bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.

Add milk, vegetable oil, and vanilla extract to the dry ingredients. Mix until well combined.

Gradually add hot water to the batter while mixing. The batter will be thin, but that's normal.

Pour the batter into the prepared cake pan and smooth the top.

Bake in the preheated oven for 30-35 minutes or until a toothpick inserted into the center comes out clean.

Remove the cake from the oven and let it cool in the pan for 10 minutes. Then transfer it to a wire rack to cool completely.

Once the cake is completely cooled, spread whipped cream over the top.

Garnish with chocolate shavings.
