  1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.
  3. In a large bowl, cream together the butter and granulated sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla extract.
  4. Gradually add the dry ingredients to the butter mixture, alternating with the milk. Mix until just blended.
  5. Divide the batter evenly between the prepared pans. Smooth the tops with a spatula.
  6. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and let the cakes cool in the pans for 10 minutes. Then transfer them to a wire rack to cool completely.
  8. In a chilled bowl, whip the heavy cream and powdered sugar until stiff peaks form.
  9. Melt the semi-sweet chocolate in a heatproof bowl over simmering water. Let it cool slightly.
  10. Spread a layer of whipped cream on top of one cake layer. Drizzle with melted chocolate. Place the second cake layer on top and repeat the process.
